Charge to the Rare Decay Working Group

1. The goals of rare decay searches;
the definition of rare decays is rather vague. It would be helpful to come up with a "shopping list" from physics point of view first; Sandip will give a brief theorectic review on this (D, Ds, B, Bs, Bc etc.); we will then need to figure out the modes which are more relevant to the experiments under consideration and define the goals of rare decay searches;
2. What goals are achievable by e+e- BFs (BaBar, Belle and CLEO III) CDF/D0 and HEAR-B by the time C0 starts running; what are not achievable; what goals are achievable at C0?
the advantages and disadventages of each experiment in terms of rare decay searches; for which modes e+e- and other experiments (HEAR-B or LHC-B) may (not) be competitive?
3. background could be totally different for different decay modes, careful understanding of the background at C0 is crucial. It is clear that extensive simulation study is necessary; what need to be done?
4. how to improve the sensitivity at C0 --- implications on the design of the detector (and trigger?);
