In my discussions with Cooper, he gave me to understand that after Kilmer finishes up with the Beam Cerenkovs (this is well before Oct 03), he and others will start the design of the LH2 target. So I assumed that the Tech help for LH2 target will come from Fermilab. Cooper expects $90K to do the procurement of material to be in the MIPP budget (i.e. Livermore) next fiscal year. We have a lot of support at Fermilab (including Cooper, Jeff Appel and Mont) for getting the LH2 work done.
